Commissioner Carmen Rubio joined the Portland City Council in January 2021. She oversees the Community and Economic Development service area, which includes Portland Housing Bureau, Bureau of Development Services, Bureau of Planning and Sustainability, and Prosper Portland. They also have liaison responsibilities for Venture Portland, Home Forward, Visitor Development Fund Board, Travel Portland, The Gateway Center, Workforce Development Board, Portland Mall Management Inc., Portland Film Office, Metro Policy Advisory Committee, and Mt. Hood Cable Regulatory Commission.
