The City of Portland first declared a housing emergency back in 2015. Since that time, we’ve made progress in building thousands of new, affordable homes for Portlanders, but we still have a long way to go.
That’s why I want to share exciting news about how we are continuing to respond with urgency to the housing crisis.
The Portland Housing Bureau’s 2024 Rapid Acquisition Request for Proposals will provide up to $15 million in capital funds from the Metro Housing Bond to create affordable housing units expeditiously!
Here’s what that means: The City is inviting proposals from our housing development partners for acquisition of previously unregulated housing units in ready-to-occupy condition, including newly constructed projects and currently occupied buildings.
These units will be regulated at or below 60% of Area Median Income for a 99-year affordability period, thereby helping us meet – and exceed – the Local Implementation Strategy for Portland’s share of the Metro Housing Bond, which voters passed in 2018.
“This is a unique moment in the market,” Housing Bureau director Helmi Hisserich told Willamette Week. “We’re putting money on the street. We expect to see some acquisitions happen.”

Instead of doing something to add to the existing stock of rental housing, which should lower rents, you'll reduce the number of units that are available on the open, unregulated market, thereby increasing rents for people who do not need governmental assistance. That's equity for you!
By the way, are you living in the State of Oregon? Do you know that Governor Tina Kotek, too, has a plan to increase the number of housing units in this state? Are you aware that Kotek is looking to local governments to do most of the heavy lifting? I ask because you're proceeding as if Kotek's initiative didn't exist. You didn't even mention it. Yet Kotek and Portanders who follow the news assume and expect that the City of Portland is involved in the Governor's housing program and making progress toward those goals. So which is it? Are you stiff-arming the Governor and going off in your own direction, or are you consciously part of the solution that Kotek seems to think she has put together?
